Eligibility is based on parents who receive one of the following:
- Income support
- Income-related Employment and Support Allowance
- Income-based Job Seekers Allowance
- Child Tax Credit or Working Tax Credits with a combined family income of less than £16,190 before tax
- Working Tax Credit run-on - paid 4 weeks after you stop qualifying for Working

Every parent with children aged three and four years old is eligible for the basic free childcare entitlement from the term following their child’s third birthday.

In England and Wales, additional hours are only available to working parents who can answer “yes” to one or more of the following:
- Do both you and your partner work 16 h
